The most important thing is that the passenger is compliant.
Theoretically the airline is supposed to record you are arriving to use TWOV, and to transmit this to China so they are expecting you. But this seems hit and miss. Sometimes airlines spend ages entering details at check-in, sometimes they enter very little (or nothing).
If you are compliant the final outcome is always the same - you will be granted entry. But sometimes it might take a little longer on arrival as Chinese immigration does whatever they need to do.
