Yes its an old business class seat with economy service.

I am surprised they opened it up though as they usually close it off for members unless the plane is really busy.

I have flown upper deck economy service that many times I definitely lost count.

Most common though was TPE-HKG
And
Seasonal service TPE-BNE-AKL about 10 times in the last 2-3 years. Which is the best deal.

Both times I remember when the flight was say half full or slightly more they only had 4-6 passengers on the upper deck to Brisbane. I wont forget that for sure.
