I'll take the under on that. Commercial aviation grows rapidly when:
1. Developed markets liberalize the sector, as happened in the U.S. in the late 70's and Europe a bit later and the resulting growth of low cost carriers.
2. Incomes rise rapidly and persistently in less developed countries, as has happened in China for the last two decades.
Neither of those conditions is likely in S America among a big fraction of population, though there might be smaller sub-regional successes.
