If one lives in the boondocks, one takes the train to go to the city. Why would one go from the boondocks to the boondocks.
Maybe there a few exceptions, but through traffic has got to be a really oddball case. I can't imagine wasting money to accommodate a few people with weird travel behavior.
BTW - Better check your population numbers.
