I don't think booking redemption flights is the purpose of that API. That seems to be aimed at a vendor who has a product - e.g. flowers - and wants to sell it for Avios.
I will be talking to them soon, but I applied for trial API's and was given a certification form which asks about my IATA number and if I am accredited agent so the service is aimed at TA's.
