Short of giving the TA your log in details and them signing in to ba.com, no. I have never heard of a TA would did have access to book reward tickets, 2-4-1s, do part pay with avios, or process UuAs.
Any dealings with your avios in your BAEC account have been directly with BA. I am unaware of any TA that can process flight booking/upgrades involving avios from your BAEC account.
