A 4:30 arrival, allowing 30 mins to get yourself into a car means a 5:00 PM departure from IAD and about 6:15 at Dupont. If cost isn't a function, use Uber Black, as those drivers know how to get off I-66 and skip the backed up traffic. Absolutely no reason to touch Connecticut Ave if you're headed to Dupont (other than for maybe a block).
