Some countries choose to not have exit border control (Either at some ports, or all ports). Cost, perceived threat and other historical reasons apply. In most cases, they will be alerted to your departure by some other system (Plane manifest / Old Visa Waiver card / self declaration) .
Certainly the UK has been wanting to return to a system of full exit control, and has started to implement this for some methods of departure.
