Assuming this is a single ticket, and assuming fare bucket availability on the nonstop flight, you should be able to SDC no problem from SYD-LAX-SFO to SYD-SFO if both SYD-LAX and LAX-SFO are the same fare class. If the two segments are different fare buckets (broken fare), you will need a willing agent and a supervisor override.
