I've seen it done for F pax. It's supposed the be the same tag that gets applied to strollers/car seats/walkers that are returned at the gate. If MIA isn't contracted to return stuff to the gate, what exactly happens to all the above mentioned items? I don't think that policy would last very long after a constant barrage of complaints from parents and elderly over having their stuff sent to baggage claim after every flight at MIA.
If I had the guess, it is a misinformed GA along with a lazy ramp crew.
