I think it's because of the new UA relationship with Hertz. It wasn't a big deal to me as Avis never honored my President's Circle status anyways. Most the Avis facilities are franchised, and they are run as though they are not at all beholden to Avis. I was even forced to buy insurance in Israel even though the Avis site didn't indicate it was mandatory at all (it does in Jordan, so I fully expected it there). Just recently in Kiev I had an Avis reservation (my status does still show as PC). They didn't have the car I had reserved, but a car 2 categories above, but they would charge me for the higher category. This time I had a backup reservation at Europecar. Walked away from the Avis counter, and went there.
Side-note, I also had a Hertz reservation in Kiev, but they were even worse, they didn't show up at all (they aren't onsite, and come to the airport to meet you).
The big car rental companies can be the worst experiences, overall car rental business is very much the wild west: expect the worst, and you won't be disappointed.
I've noticed this overseas as well but in the US the Avis counters have seemed to be a lot more consistent. They usually recognized my PC status and I got a pretty decent ride. Unfortunately, I just recently lost my PC status do to the changes so will likely move most of my business to Hertz.
