There has been a number of mass attacks on BA's servers and so recently BA have blacklisted a whole range of locations to deny them access. This process invariably is a form of rough justice, so for example an entire student campus may be taken out and yet only one individual may be up to mischief. There is a way to get your service "white listed", which is essentially what the message means, adding your service on to the list of people allowed entry. Now if you're in an unusual location or you can easily switch internet provider then it isn't worth worrying about, but if this is your home address and you're trying to be a customer then this the way forward. Oh, and don't take it personally, the mass attacks have definitely happened and have caused havoc for some of us. Though this mechanism is rather crude, it is often effective.
