The same way you would any other ticket issued by an airline. Contact that airline.
There is no rule that prevents JL from issuing a xONEx ticket. Just because the online tool sends tickets that would go to JL and RJ to AA, doesn't mean that JL can't or won't issue xONEx tickets.
