Well having two accounts as the same person is against T&Cs and there are a couple of basic checks during account creation that try to eliminate the "accidental" chance of someone creating a second account, it would require variations to name, likely a different email, etc.

Hence, unless you got a solid story that does not "smell of sinister intentions" proceed with caution. It can be done, but will go through an offline review I would reckon and you will hear back from them. There is a risk.
