You shouldn't be talking to TSA at all when you arrive into the USA and go through immigration and customs. Those officials are CBP = Customs and Border Control, an entirely different species versus TSA. You only have contact with TSA (for airport security screening) if you have a further flight (for example, a connection) beyond ORD.
Sorry for my ignorance; I'm not from the US. I have no idea whether the officer we spoke to was CBP or TSA officer (and I couldn't tell the difference until you kindly explained this). Thank you for clearing this up.
