UA can not assign seats for flights operated by other carriers. NZ should be able to assign seats, even if booked as a UA codeshare - assuming free seat assignments are available based on your fare (some airlines, like AC and LH charge for seat selection on lower fares - not sure if this is the case for NZ).

You'll have to pull up the fare rules during booking - you can't see them after. I always suggest saving them as a PDF. If you booked already, but didn't open, you'll have to call and ask an agent. If you know someone with an EF subscription (or sign up for the free trial), you may be able to duplicate the itinerary/fare and look at them there.

Before travel begins, NZ would be right to tell you to call UA - they control the ticket since booked through UA.com. Once checked in and enroute - operating carrier will be able to deal with changes/IRROPS - just note that if the UA segment is delayed into IAH to the point where you miss the connection, they are responsible for re-routing you.
