Doubletree Hotel meets your stated requirements. It's across the street (access via covered walkway) from an LRT station, it's easily walkable in 15 mins or so to the KLCC area, no safety issues. The hotel also has a shuttle van pretty much on the hour to KLCC and the Bukit Bintang area, if you'd prefer.

I'm Hilton Gold and I've always received an upgraded room, internet access, breakfast, and lounge access. The hotel is located inside a small shopping mall that has several restaurants, a few small stores, ATMs, and a food court that you can access without even leaving the building. Pool/gym area is relatively nice also.

My last visit was two months ago....the place is a steal for award bookings, btw.
