Yes, they do not charge the fee. You simply waive the taxes you paid. I've done this many, many times! This is what makes booking in advance so good - even better than revenue bookings. People do what's called 'speculative' bookings. So lots can change with people cancelling/changing plans. I know it's happened to me a LOT!
