Update: in January I transferred all but $3K CL from Costco to another AMEX card. I just called to see if I could move most of the remaining $3K, and was told that no further changes could be made to the Costco card, so I guess I'm going down to $35.6K CL.

The $3K carried over to the new Citi card. I did make one change last month, downgrading from Executive to regular membership. Citi card showed up as Executive, so the database that transferred to Citi was not (yet anyway) updated.
