I'm not surprised. You'll probably need to get a copy of the invoice and argue that the costs are not justified, they are probably trying it on.

They are also probably a franchisee, not directly controlled by Avis corporate, so you have to argue with them directly and can't get the head office of Avis to sort it out quickly.
