FRA-LHR is only about 1h45m (direct) so that will still be a stopover (25h15m is more than 24h) even if departing FRA 27 hours before departing LHR-SIN.

Unless, possibly, the "next available flight out" rule could be invoked, but that is usually for ticketing purposes not luggage interlining purposes.
