Novotel in Singapore does not offer Amex as an option when booking pre-paid rate. Mercure in Laos does ... but, a short while after booking, the hotel sent me an email complaining that they couldn't get the card to work, and asked if I had another card.

I said "No" but asked if they could change my booking to the "Flexible" rate, so I could pay on arrival; I even offered to rebook at the flex rate. Nice people: they agreed to me paying on arrival, without increasing the charge to the flexible rate. (I shall have other card options by the time I arrive in Vientiane, or I could even get a large sack full of kip from the 'bank down the road'!)

Henry III, when I first saw this threat (not realizing it first post was on 2013), I was thinking you should be talking nonsense.

But today, I understand what you are complaining about.

I was making a booking for Ibis Sathron. Upoon final confirmation I have notice that they did not ask for payment (like they did few days ago for Mercure Batam).

The payment page was separated and I notice that there was Bangkok Bank logo and I notice that AMEX is not in the list.

I doubt this has been changed within the past 2 days as my Mercure Batam booking was 2 days ago. My guess Accor has implement "localize" payment for pre-paid. So each individual property decide their merchant banks.
