The MSC rule only applies for each baggage journey --- between drop and pick up.

So even if the MSC rule applied, unless your trip had no stopovers (which is disallowed by the rules anyway), it would not apply a single allowance to the whole journey.

To muddy the waters a little, if your journey begins or ends in the US, the MSC rule is pre-emoted by DoT regulations; and that regulation does apply to the whole itinerary.
