If you want (relative) peace and quiet you might have to go as far as Fonte da Telha; and you can always sunburn your shoulders by hiking onwards to Lagoa da Albufeira, and get your kit off at Meco

Certainly if you want to see Lisbon at play, on something like 10km of glorious beach, Caparica is your destination. And it's popular nature means it's easy to get to by public transport: in the summer a mini-train hauls people all the way along the beach to Fonte da Telha.
