This may not help that much, but its a data point and is nothing official, but the Haneda ANA lounge is open until 1:00 am. But in order to be clear to clients, the posted hours at the lounge are until 25:00....that of course implies that at least ANA recognizes 25:00 as a time from the same day, not the next day....

Or its some weird Japanese thing lol...
