Who is operating TXL-EWR? If its a UA-operated flight, you should land in C*, if its LH, you'll land in B. There is no bus from B to the other terminals I'm aware of - I believe the UA bus (airside) that goes from C to the UA pier at A will stop at B on request, but doesn't pick up there.

* Most UA international flights land at C, though there they do occasionally land in B
