Kind of like the need to screen shoes in a separate bin because it's the only way to get a good look at them - while the spare pairs of shoes packed in rollaboards can be cleared without problem by the same xray operator.
Several years before PreCheck, at JFK T8 (AA), even though the monitors (showing security info), noted that you place your shoes in a bin, I was scolded for doing so "we're sending your shoes back, place them on the belt". Super consistency on the part TSA.

Try to imagine security check points, if the SHOE BOMBER were a HAIR BOMBER--TSA would be running combs through everyone's hair...saves me a trip to the barber.
