1) That's just the way it is! We have always had to request F upgrades, it was just a slightly different process. As to why . . . . Probably because, if you are with a companion, you might want to opt out of the UG so you can sit together. Also, you might want to opt out so you're not potentially stuck in a C+ middle seat.
There'z been a HUGE uproar here about this! You'll see quite a few threads about it!
2) No. It <supposedly> doesn't hurt your chances of getting an F UG.
