First, ask the person politely not to do that. That's always the first step. I was in First on a TPAC flight last week in a 747 which has *no* overhead storage for the first row. As a result it often fills up. The guy across the aisle from me boarded late. He then put his bag in the same overhead as mine. It didn't fit so he began shoving and bouncing the bin hoping it would latch. I asked him to stop as it might damage things in my bag. He stopped.

Step 2 if they don't respond to a polite request is get an FA involved. If the FA doesn't show up in time for the foot on the armrest situation, an elbow planted on his foot with all your weight will end it.
