I think that fraud is really overstating this. There are many reasons why someone may wish/have to get off a plane, or just not get on in the first place, and no airline is going to pursue a completely unenforceable policy at that point. There is a big difference between this and regularly 'defrauding' airlines by actively circumventing ticketing rules.
