We can only assume that the policy works the same as for upgrades to FC, meaning YMMV.

This is going to lead to a lot more elites delaying boarding as high tier elites already with C+ seats wait and hope for FC seats while lower tier elites wait it out for the C+ seats. GAs won't be able to know how many seats are available and they'll have two upgrade lists to process at the last minute.
