With Y being full, I would assume that there were elites who weren't given the C+ seats because they weren't aware that they had to request the upgrade.

I did not pay attention.
All I did was look at the DL app after landing from AMS and I could see the FC UG list but I was not on it (first flight after 5/16).
Like I said....seeing 9/12 EMPTY C+ seats was bizarre.....even though SEA-PHX is a leisure route. I have flown that probably 6 times in the last year and have never seen C+ empty like that.
