I would have thought the same, however on two occasions now my bags have appeared on the belt without the sticky bag tag but with my BAEC still attached, once in NAS in 2014 and again last month at SFO. Its strange as they are pretty strong, I don't think the check in agent had ensured they had stuck together properly.
