QF coded JQ flights are allowed on most oneworld fares. However, it limits who can issue the ticket to those member airlines that have an interline agreement with JQ.
QF also does not sell codeshare seats on JQ flights in any J class, so the JQ flights with business (787 operated flights) will not have any QF coded D seats and anyone using a QF coded JQ flight on an A, D or I oneworld product will be stuck in L.
