That is correct. We can't buy the subscription, we can't buy individual seats we can't pay for it. It is not an upgrade. For Gold and above it is just another selectable seat.
Golds get E+ at booking, if available, for the cost of E-. Unless you're complaining that UA doesn't hold a bunch of E+ seats for Golds who make last-minute bookings, it's unclear what your complaint is.
