The Outlets at Rosemont is very close to O'Hare. (I think you can even catch a shuttle from the airport to the mall.) That said, remember to factor in sales tax. New Jersey stores have a 0% sales tax on clothing. In Rosemont, IL, it's 10.25%.

Outlet-type shopping in NYC means a bit of a slog out of town except for C21, but the outlets by ORD cannot be beaten for convenience. It's good enough to make you overlook the sales tax (didn't know NJ was 0%!).
