In this case, the management are putting in place rules to try to limit, or even eliminate, rental usage of the property (other than at the fully managed hotel). As a home owner, living surrounded by renters can be quite annoying. It makes the feel of the place completely different, and not in a good way.

This is very similar to the discussion over allowing AirBnB in condo buildings.

I live in an older condo, and we're in the process of adding rules to reduce rental availability, and remove rentals under 30 days from being allowed at all. How we handle the current renters is an important part of the discussion - the Hualalai management don't seem to care about the existing renting people at all, which pisses them off.
