Yes, and I certainly don't want to contradict a staff member, so I am very happy to be corrected if I've got that wrong. I'm just going by what I've been told in the past. It may have changed more recently, the fare structure certainly has in ways which are helpful (though less so if the second ticket is in CE or has complications like onward sectors).

On the other hand your list seems to miss long haul to long haul which would be in the 'at own risk' category.
