Yep, this now appears to be the norm for my runs on the 822 (3/4 times this month). During the one outbreak of common-sense, some bags were still being checked, but it was very much a minority; I had come off a tight connection so did not see the basis on which this was being done.
The gate staff may not know anything other than what they are told - the line this week was that the dispatcher had informed them of a space restriction. But I've also seen the 'backup' staff several times, so there does seem some wider awareness of this almost-policy. It would not be half so annoying if it were factually true that there is not space on board, but as has been noted often enough on this thread - there is. Maybe if enough folk with more clout feed it back to BA something will change; my own reply from CS began by apologising for the disappointing onboard experience I had apparently had, so I give up regarding rational engagement on that level.
Another quirk that I don't think has been noted here yet is the very zealous interpretation of exit row regulations - more times than not we've been told that even books, newspapers, paper in hands need to be put away for takeoff and landing.
