One of my employee's rode Amtrack from Seattle to Portland about a year ago for something like $27. I'd be tempted to do it just for the ride!

The ferrys around the Puget Sound are great, and are a great way to see the sites. Portland has pretty good public transit, including a great light rail system. I'm unsure about Seattle, but would guess they're ahead of many other cities.
