Not sure if I understand you correctly, but you can't use the GPR as a means to upgrade using avios, it has to be a straight avios redemption at twice the normal value (although could be in a premium cabin).

The GPR itself you can certainly use to buy BA metal flights for anyone in your HHA, you don't even have to be travelling.
