Sorry to hear you are going this, the CBSA can be incredibly difficult to deal with.
I'm also going to be very pedantic here -- does she need a Visa, or will ETA just do? ETA is only for those visa-exempt, it is NOT a visa. Does she have a Cypriot passport? If so, then disregard the last two sentences, but if not, do as the others have suggested -- contact the Canadian embassy. You may be able to get a visa issued, [even if you are normally visa exempt].
Out of curiosity, does she have dual nationality? I believe that's one of the other things that automatically disqualify the ETA.
