Slightly OT but a question about charters in general:

I know you can't get miles for a charter flights even when operated by BA.

Why is that?
Who would "pay" for the miles if they were offered?
If that were the case, how much would the miles "cost" the marketing airline?
And would receiving miles make you more likely to choose a particular charter flight or operator?
