In fairness to the original poster, and also though I'm sure bags get stolen a lot at LGA, I've lived in Manhattan on and off for decades, and I assure you that 99% of the people who would come up to you at an airport or Penn station and ask you for something who are not clearly uniformed and authorized to do so are frauds trying to take advantage of tourists, and 99% of New Yorkers will completely ignore them.
