There are plenty of reports of luggage being stolen. There are zero reports of random people hanging out in baggage claim trying to look at people's ID just for kicks.

To be fair, the OPs description sounds like the person's attitude wasn't exactly professional, though hard to tell if its extra exaggeration for the sake of making their rant sound better. Also, flashing UA bag tag receipts doesn't exactly scream of impersonating a UA employee - though even if they're doing bag checks, I'd highly doubt the person is working for UA - likely either a contractor or the Port Authority (or a PA contractor).
Honestly, I'm surprised they don't do more bag claim checks in major airports, especially in the US, but also in major center's worldwide. Not sure what the issue with these kinds of checks (absent bad attitude or aggressiveness by the employess) - I imagine theft and attempted theft at many of these places, not to mention, people innocently grabbing a bag that looks like theirs, but isn't, is a more than minor issue, and they are trying to prevent it.
