They can ask but as far as I'm aware they have no right to physically touch me unless they have a reasonable suspicion that a crime has occurred -- that's what made this encounter different from every other time someone has asked for the claim (not ID) and I've politely declined with that being the end of it.

Regardless, a person refusing to give the tag seems, almost definitionally, "suspicious."
