In regards to tier points, no. Alaska Airlines marketed and operated flights are not eligible for tier points. American Airlines marketed flights operated by Alaska Airlines are not eligible for tier points.
In terms of avios earning, the Alaska Airlines marketed and operated flights earn avios. AA marketed Alaska operated flights do not earn avios.
