That is for C+ upgrades. For companion upgrades, you always have to speak to an agent on the phone or at the airport (and at the airport they may enforce a 3 hour policy).
I just did the new Comfort+ training and watched the demos on how to do it all in SNAPP. There was no mention on a cut off time for requesting an upgrade.
Companions MUST be in the same PNR to request a Comfort+ upgrade, no exceptions. I don't even think it's possible to get an upgrade processed in separate PNRs so this doesn't have room for waivers or favors.
