IIRC I've seen the three hour rule stated elsewhere with respect to companion upgrades to FC. I've always assumed that the purpose is to prevent an elite from seeing a friend or colleague at the airport and requesting a companion upgrade for them. It also prevents people from trying to sell companion upgrades to others.
