Chetney, every time I come back from the U.S. I bring back all sorts of beef products into Germany (canned campbell's soup, beef jerkey, salami). In fact, Germany even has a specific duty free allowance for fresh meat - 1 kg IIRC!
England might be a bit stricter because it's an island (not sure about that).
Foot and Mouth doesn't affect humans. BSE (Mad Cow Disease) potentially does.
In some of the bigger cities (e.g. Frankfurt), restaurants will advertise that they use Argentinian beef. Also, for slightly more, you can even get a steak made of horse
